No, MapX is not compatible with the Windows 10 operating system. I've checked the user guide file and it clearly states the following requirements for this application:
MapX requires a 32-bit version of Windows 98 (2nd Edition), 2000 (Service Pack 2), Windows NT 4.0(Service Pack 6A, or Windows XP.
As you can see it doesn't have support for Windows 10, even if you try to run it in the Compatibility mode. It won't work this way.
You will have to install Windows XP using a virtual machine in Windows 10 with the help of VirtualBox. Also, follow this guide to learn how to create a virtual machine.

You don't need a new license file to activate the product on your new computer, because you can transfer it directly from the old one. Before transferring the MapInfo license you need to transfer Discover/Engage server key. For this purpose, install the product on your new computer and launch it. Select the Activate option and note down the provided Hardware ID. Open the software on the old PC and go to the Discover Licensing Transfer, type the Hardware ID of the destination computer and note the Activation Code. Input the code in the provided field from your new computer and follow the instructions. For further details, go to Discover > Discover Help > Help menu.
After that, install the MapInfo MapX software on your new computer and make sure you're using the correct Serial Number and Activation Code. After the process is finished, run the software on the original PC and go to Help > Licensing > Transfer License. Click Yes, select the Automatic option, click Next and follow the instructions. On the new computer launch the software, select Activate Now click Next and follow the on-screen steps.
